The Ibero-American Secretariat is a permanent support organ for the Ibero-American Conference and Summit which brings together the Heads of State and Government of Ibero-American countries. Its objective is to strengthen cooperation between Ibero-American countries and help to protect their community. It organizes the Ibero-American Summit of Heads of State and Govermment . Andorra took part for the first time on 20 November 2004 during the XIV Ibero-American Summit.
